Incoming Residents


When will new housing construction begin and end?
Harbor Bay began mobilization in Spring 2008 and will continue construction through an approximately 3 year long development period.



Will I have to sign a lease?
Yes, all base housing residents will sign a lease. The highest ranking military member’s BAH covers the rental fee.



How long is the lease term?
Initial lease term is 12 months. After that the lease term will automatically convert to a month-to month lease term. 



Will I be paid BAH or will it go directly to Harbor Bay at MacDill?
You will be paid BAH that will be directly allotted through MAC. This is the same process that is used for the Air Force Rental Partnership Program. The amount of money that is deposited in your bank account each pay day will not change. 



Is there a security deposit as there is in off base housing?
No, there is no security deposit required. Upon move out, damages more than normal wear and tear will be the resident's responsibility.




Will utilities be extra or will they be included in my rent?
Water, sewer, and refuse will be included in the rent. Gas and electric, for the initial development time frame, will also be included in your rent. Per DoD’s utility privatization initiative, after meters have been installed, a baseline estimate will be determined for your gas and electric average usage. Then, your rent will be reduced by the amount of your expected utility (gas and electric) cost plus 10%. You will then pay your own gas and electric bill monthly. If you consume more, you will pay more than your utility allowance, if you consume less, you keep the difference. Utilities allowance is based on an average usage for your specific unit type/ size.



Currently issues with housing residents are dealt with through the housing office which has the capability of utilizing the resident’s first sergeant or commander. How will Harbor Bay enforce housing rules?
Harbor Bay will enforce rules in privatized housing in the same way that any apartment manager off base would enforce rules. They will try to work things out at the lowest level. If problems continue they will have the option of utilizing the government housing office, and/or the resident’s first sergeant/commander to deal with issues. 



Will I still have to maintain my own lawn?
No, Harbor Bay will provide full maintenance for landscaped areas of homes. 



If I sign a lease, and then my BAH goes up/ down (due to yearly increases/decreases or promotion/demotion) will I see that extra/less money until I sign a new lease, or will my rent automatically go up?
As with living in government housing, the payment to live in privatized housing is the forfeiture of BAH. Therefore, rent increases automatically according to your BAH increases. Procedures for demotion and decrease in BAH, especially to a lower rank bracket, will be worked out by the government and Harbor Bay on a case-by-case basis. 



Will neighborhoods continue to be rank specific, or will officers and enlisted/NCO’s be allowed to live in the same neighborhood?
Yes, there will still be neighborhoods designated for specific rank ranges. 



Will there be a pet deposit? How many pets will be allowed? Any criteria on how many and what kind?
There will not be a pet deposit for the first two pets. The limit is 4 pets with a $300 per pet deposit after the first two, per pet.  Please note, Harbor Bay does not allow exotic pets, or aggressive breeds such as pitbulls, dobermans, rottweilers or chows (or any mixed variation these breeds). An application is required for your pets and that they must be registered with the base vet within 5-days of move in.



What avenues will there be to solve problems between Harbor Bay and a resident?
A government housing office will be kept to oversee the developer as well as to operate the dorms and provide referral services to members for off-base housing. This government housing office will deal with unique issues that may arise between a resident and Harbor Bay, although most issues will be handled by Harbor Bay staff. 



Will there still be a Key and Essential list of individual positions with required base housing?
Yes, due to the nature of MacDill AFB and agreements with mission partners.
